Yesterday the ACLU put out a press release about FBI emails discussing abuse of prisoners in Iraq. The ACLU press release can be found at this URL: http://www.aclu.org/SafeandFree/SafeandFree.cfm?ID=17216&c=206
At the end of that release is a link to the released FBI emails. The fourth email from the end of the list, dated 5/22/04 has a rather long name:
' Email from REDACTED to M.C. Briese, Gary Bald, T.J. Harrington, Frankie Battle and other redacted parties Re Request for Guidance regarding OGC EC dated 5/19/04, signed [REDACTED], "On scene Commander--Baghdad." This email makes a number of references to an Executive Order that specifically authorizes interrogators to use techniques that are "beyond the bounds of standard FBI practice". The techniques listed include:
- sleep "management",
- use of MWDs (military working dogs),
- "stress positions" such as half squats,
- "environmental manipulations" such as the use of loud music, and
- sensory deprivation through the use of hoods.
There is nothing vague in the email about the source of the Executive Order. If this email is to be believed, President Bush is personally responsible for authorizing abuse of prisoners at Abu Ghraib.
